According to Official Notice No. 1824/FPD, dated March 17, 2026, issued by the Foreigner Management Police Department, Ministry of Public Security, new regulations have been established regarding Health Insurance requirements for all foreign labor and expatriates working in the Lao PDR.
To ensure compliance for projects, companies, shops, and various business units, BPH Service has summarized the key requirements as follows:
For those without insurance: Foreign workers or experts who do not yet have health or life insurance must purchase or renew their policy at the Insurance Service Unit located at the Immigration Police Department building (Ground Floor/Floor G).
For those with existing insurance: If you already hold a health insurance policy from any provider, you must attach a copy of your insurance certificate or card to your document package every time you apply for registration or the issuance of a Stay Permit.
These regulations have been strictly enforced starting from March 23, 2026, onwards.
To facilitate business units and foreign workers, BPH Service is ready to provide consultation and assistance in document preparation to ensure full compliance with these new official regulations.
Pro Tip: Having your insurance documents fully prepared will significantly streamline your Stay Permit application process, making it faster and more convenient.
